Why can’t older iPhones get access to Apple Intelligence cloud

Can someone explain to me, why older iPhones than the 15 Pro can’t get access to the cloud with apple intelligence or GPT for that matter? I get not having enough memory to use a local model, but the cloud? Smells like BS to me. #Apple
