Does Anyone Have a Solution for Too Many Tabs?

I kind of want a totally different browser structure; I've often left lots of tabs open, but I am really only using like one tab at a time.

So I kind of want the tabs to be "listed" or viewable as a tab but not load until I click on them really.

I've tried some memory saver programs but it still seems like something's missing from the setup I'm envisioning.

I have resorted to just "nuking" open tabs into bookmarks or looking to history as a collection of bookmarks as an alternative to having so many open tabs.

Has anyone had some alternative vision for having lots of tabs open and managing them without having a constant big memory footprint?
