How will Digg deal with ragebaiters who appear during Hot Topics?

By hot-topics in my opinion are topics that provoke emotions. For example, there has been posts regarding, Sir Alex, the veteran and nurse who was executed by ICE. These post are much needed in spreading awareness of the horrific crimes committed by ICE.

It seems like the idiots have awoken and have started to create comments that solely provoke the emotions of others. They do not provide no benefit.

Currently, there is a few of them but the will eventually grow, so what will digg due to combat these idiots?
and to the the current users here, what do you y'all think can be done to precent them from causing chaos.
