Pero Bridge lovelocks artwork - no budget.

The lovelocks were removed with the promise that they would be made into an art display of some sort. No progress has been made and no funds set as side for the project. Now love locks are returning to the bridge and will continue to do so. Is there a solution? Should be bridge b
